I may have what you are looking for I'll check later tonight. You are referring to item number two in the diagram right? Not 100% sure that will help the problem, mine did that before I did the MPFI swap and it was a warn out seal where the throttle shaft enters the throttle body.

Defiantly sounds like the timing is off. Did you follow the timing belt install procedures for aligning crank and head position with TDS? Also check that the rotor on the distributor isn't 180 degrees off

I my self have never looked into raising a civic so I'm no help on that. If I remember right the EG shocks are a smaller diameter than the EF therefor they are not a direct fit.

Check your transmission fluid. Make sure you check it with a warm/hot engine leave it running and in neutral when you check it. If its low then fill with correct fluid and see if that helps. Also a good idea to have a transmission shop drain and refill the trans with fresh fluid. Otherwise the trans...

Normally wheel bearings going bad are a low grinding/growling noise. not sure what a whistling noise would come from. If the mechanic replaced the axles and the noise started after they did that I would take it back and ask what the noise is. Old tires can cause vibrations. Its not often that wheels...

If the wiring hasn't been butchered then pulling the fuse will kill the circuit and turn off the lights maybe you didn't pull the correct fuse?
