OK guys I have a 89 ef si civic it had a Ls VTEC bseries in it but I took it out cause it was on e85. I have a all motor obd1 gsr engine. the gsr has a vss speed sensor not cable I am getting a rywire to do obd1 to ecu(also obd1) OK here is where my question comes into play. the EF gauge cluster is and only is cable speed sensor... now I know I can get a sir and its vss for the gauge cluster. will the sir cluster plug straight up and how do I run to the speedometer?

In general, using 90-91 custers on 88-89 are not plug and play. The wiring is in a different order. As I recall, using a similar age(90-91) SiR cluster on a 90-91 USDM Si is not plug and play either.

well found out something I didn't know apparently the speedometer sends a signal to the ecu to tell it what speed. so the cable won will work with obd1! yay no swaping clusters. I just need a new 88-89 si cluster

That is true as on my '91 I once forgot to plug in the cable to the cluster and it threw a code (mine is stock so OBD0).
1991 DX Hatch - bone stock - well not the stereo - but the rest is!!

As I recall the plug is the same but the wiring order is reversed on the newer ones. A member and a friend Tursaanpoika did this in his hatch years back and I recall that the wiring was just reversed.
