Engine Revs at 20mph

I have a 1989 Honda Civic Hatchback DX that likes to get sassy with me when I go to pick up speed a little to fast.

I've only had this car for a year and a half, so I don't know a lot of the history for this car; but ever since I've had it, the car has reved at me when I put a bit too much gas into excelerating. It only does it when I'm at or around 20 mph though. When the timing belt broke I hoped that replacing the belt would fix the problem. It didn't. Its been the same ever since I've had it, never getting worse, never getting better, but always there. I've learned to accelerate with just enough pressure to not have it rev at me, but it's a slow start and if I have to stop before getting onto the freeway (or while I'm on it) I can never get up to speed fast enough to feel entirly safe entering the freeway... Its mostly only scary when a semi is coming up :o

Any thoughts?

Manual or Automatic?

Automatic. That's why I'm wondering what's going on:/
