Wheel cylinder on drum keeps leaking

Hey everyone,

I just finished replacing my rotors, pads up front and the springs,shoes, and wheel cylinders in the rear of my 91 civic LX. I had my old drums refinished at the local parts store. Now that I've bled the brakes and put everything together my rear driver side wheel cylinder keeps leaking and giving me a soft pedal. I replaced the cylinder with a different one last night and have a hard time believing two brand new parts are both bad. What am I missing or doing wrong?

Where is it leaking from on the cylinder?

If you are looking at it if you were taking the wheel off, the front. The seal slides off. It only happens on the side towards the front, not the side going towards the rear of the car.

Update,

After driving very gingerly on the new brakes they seem to have settled in and are no longer popping out of place.
