Not so, a country can have a high minimum wage and still things be expensive to get. General cost of living, including inflation, and price margins are what dictates if something is considered expensive or not in a country.
The 2nd gen integra headlights conversion has been done, obviously everything in the front needs to be modified for this including the rad support. Properly done it looks good since the headlights flow well with the natural lines of the car. However for all the work involved on it IMO is not worth.

Drive around until you get speed and shift to neutral, let the car go like this for a while before shifting back to drive. If the noise goes away when shifting to neutral then it can be the tranny. A pulley that is worn out can also make this common noise that increases with speed.
Resurfacing the drums can help, also check that all components in the rear are properly mounted.
